Diesel emissions contain more than 40 known and probable carcinogens, including fine particulate matter, commonly called soot. Every year, hundreds of New Jerseyans die prematurely and suffer asthma attacks or other debilitating respiratory illnesses from harmful diesel soot. The goal of the Diesel Risk Reduction Program is to reduce the amount of particulate matter emitted by diesel vehicles.

Realizing the benefits of a coordinated regional strategy for older, polluting diesel engines, NESCAUM, EPA, and the eight northeastern states (including NJDEP) established the Northeast Diesel Collaborative.The Northeast Diesel Collaborative combines the expertise of public and private partners in a coordinated regional initiative to significantly reduce diesel emissions and improve public health in the eight northeastern states. Mandatory Diesel Retrofit Program

The Diesel Retrofit Law of 2005 required that the following classes of diesel vehicles be retrofit with the costs of the retrofit reimbursed by the state:

• School Buses
• Solid Waste Vehicles that are publicly-owned or used to perform Solid Waste services under a public contract
  
• Commercial Buses
• Publicly-owned on-road vehicles and off-road equipment
